MINUTES OF MEETING NUMBER 2 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N JANUARY 10, 2007
AT THE LAIRD TOWNSHIP OFFICE

ON MOTION (No. 01-07) of Wayne Junor, seconded by Todd Rydall that council approves council minutes of December 6, 2006 and recreation committee minutes of December 13, 2006, as presented. CARRIED

Don Sutherland of the Fire Marshal's Office presented Council with its Certificate of Compliance under the Fire Prevention and Protection Act, 1997.

Bridge appraisals were discussed with regard to COMRIF Assessment Management Program.

ON MOTION (No. 02-07) of Todd Rydall, seconded by Chuck Frenette that council approves road accounts to November 20, 2006 as presented in the amounts as follows:
Operating $10,255.01
COMRIF 4,803.84
Long Point Subdivision 2,578.60
CARRIED

ON MOTION (No. 03-07) of Wayne Junor, seconded by Todd Rydall that council approves general accounts to January 10, 2007, as presented in the amount of $20,765.72. CARRIED

ON MOTION (No. 04-07) of Chuck Frenette, seconded by Wayne Junor that council agrees to submit opinions of Michael Allemano and Marshall Thompson to Brian Parker, solicitor for Long Point Subdivision. CARRIED

ON MOTION (No. 05-07) of Wayne Junor, seconded by Todd Rydall that council agrees to the addition of a storage room approximately 10' x 16' for the Laird Hall, and approves requesting quotes as per Procedural By-;law, and have Laird Hall submit capital costs in its 2007 budget request. A unisex handicap washroom is to be added to the storage area. CARRIED

ON MOTION (No. 06-07) of Chuck Frenette, seconded by Wayne Junor that council approves committees and boards as discussed. CARRIED

ON MOTION (No. 07-07) of Todd Rydall, seconded by Wayne Junor that council supports three members attending the FONOM Annual Conference in Kirkland Lake, May 9-11, 2007. CARRIED

ON MOTION (No. 08-07) of Todd Rydall, seconded by Chuck Frenette that council supports the appointment of Heidi Barton to the Health Planning Table. CARRIED

ON MOTION (No. 09-07) of Todd Rydall, seconded by Chuck Frenette that council supports the Laframboise Pro Fishing Derby set for March, 2007 with a $200.00 donation. CARRIED

ON MOTION (No. 10-07) of Wayne Junor, seconded by Chuck Frenette that council approves By-law 855-07 authorizing borrowing from the Canadian Imperial Bank of Commerce for the 2007 fiscal year. CARRIED

ON MOTION (No. 11-07) of Wayne Junor, seconded by Chuck Frenette that council accepts the 2005 Financial Statements as presented by Stefanizzi Professional Corporation. CARRIED

ON MOTION (No. 12-07) of Wayne Junor, seconded by Todd Rydall that council authorizes Mayor Richard Beitz or Councillor Wayne Junor sign with Treasurer Phyllis L. MacKay on General Operating Account #54-00317, Park Reserve Fund Account #95-35462, Reserve for Capital Projects Account #95-13965; E. Roy Lapish Chair, and Phyllis L. MacKay Treasurer, to sign on Laird Cemetery Operating Account #49-16263 and Cemetery Perpetual Care Account #95-14767; Rhonda Crozier Secretary-Treasurer Laird Recreation Committee and Treasurer Phyllis L. MacKay, sign on Laird Recreation Committee Account #54-02611; and Girlie Collings, Secretary Laird Fairgrounds Management Board or Colleen Alloi Chair Laird Fairgrounds Management Board, or Roy Brockelbank, with Phyllis L. MacKay Treasurer Township of Laird on Laird Fairgrounds Management Board Account #70-10915, all with the Canadian Imperial Bank of Commerce, Queen Street East, Sault Ste. Marie, Ontario. CARRIED

Councillor Donna Connolly reported on Laird School Council joint meeting with Echo Bay School Council with regard to the proposed closure of both schools. An alternate proposal is to the presented to the Algoma District School Board prior to January 31, 2007.

Ontario Good Roads Conference's meetings with Ministers was reviewed. It was the consensus of council to request a meeting with Minister of Transportation to discuss what is seen as Bar River Road East becoming an access road to the four-lane highway now that Maple Leaf Road is closed. Macdonald Township will be asked if they would propose the construction of a car pool area in the vicinity of Highway 638 and Pioneer Road to the Minister of Transportation.

ON MOTION (No. 13-07) of Wayne Junor, seconded by Todd Rydall that council approves 6 month leave-of-absence for Community Fire Safety Officer (CFSO) Duncan Rydall, and appoints Janice Catling as interim CFSO. CARRIED

ON MOTION (No. 14-07) of Chuck Frenette, seconded by Donna Connolly that the council meeting be adjourned. CARRIED
