MINUTES OF MEETING NUMBER 7 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N APRIL 18, 2007
AT THE LAIRD TOWNSHIP OFFICE

ON MOTION (No. 60-07) of Chuck Frenette, seconded by Wayne Junor that council approves council minutes of March 21, 2007, and recreation committee minutes of Mach 27, 2007, as presented. CARRIED
Jason Ambeault spoke to council about snowmobile traffic, garbage, boat launch, Batchewana First Nations fishing derby, and parking on Neebish and Finns' Bay Road.
ON MOTION (No. 61-07) of Chuck Frenette, seconded by Wayne Junor that council approves general accounts to April 18, 2007 as presented in the amount of $17,480.55. CARRIED
ON MOTION (No. 62-07) of Chuck Frenette, seconded by Todd Rydall that council approves road accounts to March 31, 2007 as presented in the amount of $28,979.94. CARRIED
It was the consensus of council that Laird should take the lead in maintenance on Town Line Road.
ON MOTION (No. 63-07) of Todd Rydall, seconded by Chuck Frenette that council not approve READ 2007 budget request in the amount of $820.00, as presented. CARRIED
ON MOTION (No. 64-07) of Wayne Junor, seconded by Todd Rydall that council supports the County of Huron in its petition to the Province to assume 100% of the Ontario Disability Support Program. CARRIED
ON MOTION (No. 65-07) of Todd Rydall, seconded by Wayne Junor that council approves 2007 Laird Fairgrounds Management Board Budget, as presented with expenditures and revenue of $20,316.00. CARRIED
ON MOTION (No. 66-07) of Chuck Frenette, seconded by Todd Rydall that council supports the Township of King calling on the Upper Levels of Government to provide funding assistance for municipal infrastructure and to review certain programs. CARRIED
ON MOTION (No. 67-07) of Wayne Junor, seconded by Todd Rydall that council approves resolution of the City of Sault Ste. Marie advising the Algoma Central Railway that passenger train service is a vital component of the Sault Ste. Marie and Algoma District's economic, employment, and recreation infrastructure. CARRIED
ON MOTION (No. 68-07) of Todd Rydall, seconded by Chuck Frenette that council supports the City of Sault Ste. Marie in its petition to the Government of Ontario to create Algoma University by granting a provincial university charter to Algoma University College as soon as possible. CARRIED
ON MOTION (No. 69-07) of Todd Rydall, seconded by Chuck Frenette that council passes By-law 859-07 authorizing the mayor and clerk sign the Provincial Offences Inter-municipal Agreement with the City of Sault Ste. Marie renewing the contract for delivery services. CARRIED
ON MOTION (No. 70-07) of Wayne Junor, seconded by Chuck Frenette that council supports the attendance of staff at the AMCTO Annual Meeting and Zone 7 Meeting. CARRIED
ON MOTION (No. 71-07) of Wayne Junor, seconded by Todd Rydall that council supports the Spring Workshop of AMCTO, to be held in Sault Ste. Marie, with a $200.00 donation. CARRIED
ON MOTION (No. 72-07) of Chuck Frenette, seconded by Todd Rydall that council supports the attendance of Tarbutt Township Clerk at the Source Water Protection Symposium. CARRIED
ON MOTION (No. 73-07) of Wayne Junor, seconded by Todd Rydall that the total capital contribution of $2,681,171.00 will be provided by the 21 participating municipalities as enumerated in the attached Schedule 1;
That the municipalities will continue to pay an operating levy until 2009 based on the 2007 levy amounts as enumerated in the attached Schedule 1;
The Corporation of the Township of Laird will commence making its capital contribution by two equal annual payments beginning June 30, 2008;
That the annual rate of interest of bank prime plus 2% will be applied to any amounts outstanding as per the municipality's choice of payment;
No amounts shall be outstanding later than December 31, 2015;
That council supports the redevelopment of Algoma Manor by authorizing the Board of Management to:
a) sell Algoma Manor land and assets for the sum of $1.00 to any new entity(ies) assuming responsibility for the operation and/or redevelopment of Algoma Manor;
b) enter into development, financing and other agreements as may be necessary to the redevelopment;
c) co-operate with any new entity(ies) assuming responsibility for the operation and/or redevelopment of Algoma Manor;
d) that upon completion of all payments as enumerated in Schedule the municipalities will at no time in the future be obligated to contribute financially to the operation of any additional capital redevelopment of Algoma Manor. CARRIED
ON MOTION (No. 74-07) of Todd Rydall, seconded by Chuck Frenette that council employ Cody Jarrell as part-time By-law and Provincial Offences Officer. CARRIED
ON MOTION (No. 75-07) of Wayne Junor, seconded by Todd Rydall that council supports the resolution of Plummer Additional Township in petitioning the Provincial Government to allow for double riders on all-terrain vehicles that are properly equipped to double ride, on the highways as defined in the act. CARRIED
ON MOTION (No. 76-07) of Wayne Junor, seconded by Chuck Frenette that the council meeting be adjourned. CARRIED
