Present: Acting Mayor: Wayne Junor Councillors: Chuck Frenette, Todd Rydall Clerk: Phyllis MacKay ON MOTION (No. 263-07) of Chuck Frenette, seconded by Todd Rydall that council approves minutes of August 22, 2007 as presented. CARRIED ON MOTION (No. 264-07) of Todd Rydall, seconded by Chuck Frenette that council approves general accounts to September 5, 2007 as presented in the amount of $18,968.72. CARRIED Clerk Phyllis MacKay spoke in memory of former Reeve, Keith Barkley. ON MOTION (No. 265-07) of Chuck Frenette, seconded by Todd Rydall that council accepts Official Plan Project Proposal as presented by Jennifer Moran and proceed in preparing a Draft Official Plan. CARRIED ON MOTION (No. 266-07) of Todd Rydall, seconded by Chuck Frenette that council advises McCarrel/Cloudy Lake Road Association that Macdonald Township is not prepared at this time to discuss maintenance on its road until such time as turn-around area and other issues can be determined. CARRIED ON MOTION (No. 267-07) of Todd Rydall, seconded by Chuck Frenette that council authorizes the Clerk and Mayor meet with Michael Allemano to establish a proposed Dog Control By-law for council's consideration. CARRIED ON MOTION (No. 268-07) of Todd Rydall, seconded by Chuck Frenette that council authorizes payment of $100.00 to E.A.C.M.R. Council as an annual membership fee. CARRIED ON MOTION (No. 269-07) of Chuck Frenette, seconded by Todd Rydall that council authorizes a payment of $100.00 to the Ontario 9-1-1 Advisory Board in order to allow it to continue to advance a safe delivery of 9-1-1 system for police, fire, and ambulance emergency services in our municipality and throughout the Province, and contact appropriate agency with our concerns re non-funding of this Board. CARRIED ON MOTION (No. 270-07) of Todd Rydall, seconded by Chuck Frenette that council supports the resolution of the Township of Ryendinaga in its efforts to have the Township of Ryendinaga granted a place at the negotiating table regarding discussions initiated by the Mohawks of the Bay of Quinte in a Land Claim known commonly as the Culbertson Tract in 1995. CARRIED ON MOTION (No. 271-07) of Todd Rydall, seconded by Chuck Frenette that council approves Final Touch as company to do property standards clean-up at 117 Finns' Bay Road. CARRIED ON MOTION (No. 272-07) of Todd Rydall, seconded by Chuck Frenette that council thanks Laird International Raceway for its donation of $300.00 and directs funds to the Laird Fairgrounds Management Board for grounds maintenance. CARRIED ON MOTION (No. 273-07) of Chuck Frenette, seconded by Todd Rydall that the meeting be closed to the public to discuss a personal issue. CARRIED ON MOTION (No. 274-07) of Todd Rydall, seconded by Chuck Frenette that council return to open meeting.
