MINUTES OF MEETING NUMBER 18 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N OCTOBER 17, 2007
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

ON MOTION (No. 296-07) of Wayne Junor, seconded by Todd Rydall that council approves minutes of October 3, 2007, as presented. CARRIED

Jason Ferrigan, Ministry of Municipal Affairs and Housing Planner spoke to council about Official Plans, the development, adoption, review and benefits.

Public meeting regarding rezoning application of Paul Boettger at 374 Calabogie Road was held in council chambers. Mayor Beitz allowed all in attendance to comment on the proposal, including the proponent Mr. Boettger. Questions were asked and answered by council and Mr. Boettger. No decision was made as council has not yet read written objections to the proposal.

ON MOTION (No. 297-07) of Chuck Frenette, seconded by Wayne Junor that council approves road accounts to September 30, 2007 as presented in the amount of $141,940.60. CARRIED

ON MOTION (No. 298-07) of Todd Rydall, seconded by Chuck Frenette that council approves general accounts to October 17, 2007 in the amount of $25,417.51, as presented. CARRIED

ON MOTION (No. 299-07) of Todd Rydall, seconded by Wayne Junor that council supports petition to AMO of Smith Falls regarding revamping of property tax system. CARRIED

ON MOTION (No. 300-07) of Todd Rydall, seconded by Wayne Junor that council supports the resolution of the Township of Brock in its petition to the Ministry of the Environment to adhere to the recommendations and conclusions of its own Panel of Experts by acknowledging paper fibre biosolids as a waste. CARRIED

ON MOTION (No. 301-07) of Todd Rydall, seconded by Wayne Junor that council supports Macdonald, Meredith and Aberdeen Additional Township in its concerns regarding FONOM Leaders' Summit. CARRIED

ON MOTION (No. 302-07) of Todd Rydall, seconded by Wayne Junor that council gives approve in principal to D. & S. Briand consent, provided new lot does not exceed one acre and does not use up good farm land. CARRIED

ON MOTION (No. 303-07) of Todd Rydall, seconded by Chuck Frenette that council correspond with North Dumfries advising that council shares its concerns regarding inadequacies of MNR in overseeing the Ontario Aggregate Resources Act, however it is felt that any increases in fees and royalties will be supported by increased prices to consumers. The Provincial Government should be providing adequate funding to the MNR to provide the necessary enforcement and compliance programs. CARRIED

2007 Volunteer of the Year selection process was discussed. Council committees, Laird Central School, Bar River Sports Club and Scouts Canada will be asked to submit names prior to the end of December, 2007.

ON MOTION (No. 304-07) of Todd Rydall, seconded by Wayne Junor that council purchase Xerox 8560DN for a cost of $1,199.00. CARRIED

ON MOTION (No. 305-07) of Chuck Frenette, seconded by Wayne Junor that council approves cul-de-sac for end of Cloudy Lake Road. CARRIED

ON MOTION (No. 306-07) of Wayne Junor, seconded by Todd Rydall that council closes the next portion of the meeting to the public to discuss correspondence from municipal solicitor. CARRIED

ON MOTION (No. 307-07) of Todd Rydall, seconded by Chuck Frenette that council return to open meeting. CARRIED

ON MOTION (No. 308-07) of Wayne Junor, seconded by Todd Rydall that council asks Property Standards Officer issue order on 117 Finns' Bay Road, as soon as possible. CARRIED

ON MOTION (No. 309-07) of Wayne Junor, seconded by Chuck Frenette that the council meeting be adjourned. CARRIED
