Present: Mayor: Dick Beitz Councillors: Donna Connolly, Charles Frenette, Wayne Junor, Todd Rydall Road Superintendent: Michael Hunter Clerk: Phyllis MacKay ON MOTION (No. 01-08) of Wayne Junor, seconded by Todd Rydall that council approves council minutes of December 12, and recreation committee minutes of December 20, 2007, as presented. CARRIED Planning Intern Jennifer Moran reviewed questionnaire sent to councillors and rough draft of introduction to Official Plan. Mapping is underway as well as statement of goals and objectives. ON MOTION (No. 02-08) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to January 8, 2008, as presented in the amount of $32,098.26. CARRIED ON MOTION (No. 03-08) of Todd Rydall, seconded by Chuck Frenette that council approves By-law Number 868-08 regarding dog kennels within the Township of Laird, and submits same to Attorney General for approval of set fines. CARRIED ON MOTION (No. 04-08) of Chuck Frenette, seconded by Donna Connolly that council supports City of Owen Sound in its One Cent NOW! Campaign. CARRIED ON MOTION (No. 05-08) of Donna Connolly, seconded by Wayne Junor that council donates $250.00 to Children's 14 and under Perch Derby of Rob Laframboise. CARRIED ON MOTION (No. 06-08) of Todd Rydall, seconded by Wayne Junor that council supports the resolution of the City of Waterloo in petitioning the Provincial and Federal governments to re-examine how municipalities are funded in regard to infrastructure, and work together with a view to providing long term and sustainable infrastructure funding programs to assist municipalities. CARRIED ON MOTION (No. 07-08) of Donna Connolly, seconded by Todd Rydall that council supports the resolution of the City of Waterloo in petitioning the Province of Ontario and appropriate Ministries to fully exempt all Ontario Municipalities from paying Provincial Sales Tax. CARRIED ON MOTION (No. 08-08) of Todd Rydall, seconded by Wayne Junor that council corresponds with Mayor Donna Latulippe expressing its concerns that information received from her regarding hospitals was not approved by East Algoma Chiefs Mayors and Reeves Committee and should be presented in resolution form, at which time council would look at it. CARRIED ON MOTION (No. 09-08) of Donna Connolly, seconded by Todd Rydall that council supports concerns of the Township of Brock with regards to the Provincial Government's proposal to place non-agriculture source material in the Nutrient Management Act. CARRIED ON MOTION (No. 10-08) of Todd Rydall, seconded by Donna Connolly that council acknowledges the third Monday in February as Family Day and a paid holiday for its staff.
