Present: Mayor: Dick Beitz Councillors: Donna Connolly, Charles Frenette, Wayne Junor, Todd Rydall Road Superintendent: Michael Hunter Clerk: Phyllis MacKay ON MOTION (No. 20-08) of Donna Connolly, seconded by Wayne Junor that council approves council minutes of January 23, 2008, and recreation committee minutes of January 28, 2008, as presented. CARRIED ON MOTION (No. 21-08) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to February 6, 2008 as presented in the amount of $58,557.93. CARRIED A letter from a ratepayer commending the road department on its good work during the last big storm was read. Mayor Beitz reported on meeting with area ratepayer regarding Lakeview Road between Bar River Road and Riverside Road. ON MOTION (No. 22-08) of Chuck Frenette, seconded by Donna Connolly that council applies to Municipal Infrastructure Investments Initiative for $143,000.00 in grant funding and approves By-law Number 871-08 authorizing project. CARRIED ON MOTION (No. 23-08) of Wayne Junor, seconded by Chuck Frenette that council approves By-Law Number 870-08 appointing Janice Catling as Community Fire Safety Officer for the Township of Laird. CARRIED ON MOTION (No. 24-08) of Donna Connolly, seconded by Todd Rydall that council approves use of the municipality's garden tractor for grass cutting purposes at the cemetery, pumpkin point park and the fairgrounds. CARRIED ON MOTION (No. 25-08) of Todd Rydall, seconded by Donna Connolly that council supports the City of Port Colborne in petitioning the Federal and Provincial Governments to establish a national plan to eliminate the municipal infrastructure deficit through equitable long-term funding strategies. CARRIED ON MOTION (No. 26-08) of Donna Connolly, seconded by Chuck Frenette that council approves consent application of Daniel and Susan Briand and Armand Barban, as presented. CARRIED ON MOTION (No. 27-08) of Wayne Junor, seconded by Chuck Frenette that council supports the grant application to the Trillium Foundation for equipment at Pumpkin Point Park. CARRIED ON MOTION (No. 28-08) of Todd Rydall, seconded by Chuck Frenette that council supports the Township of Russell in petitioning the Provincial Government consider amending the formula used to calculate a municipality's debt capacity by excluding debts for public utilities in order to allow a municipality to increase the financing of capital projects such as road, bridges and other municipal infrastructures.
