MINUTES OF MEETING NUMBER 37 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N AUGUST 20, 2008
AT THE LAIRD TOWNSHIP OFFICE

ON MOTION (No. 117-08) of Chuck Frenette, seconded by Wayne Junor that council approves council minutes of June 25, recreation committee minutes of June 24, and fairgrounds management board of June 16 and July 17, 2008, as presented. CARRIED

ON MOTION (No. 118-08) of Donna Connolly, seconded by Chuck Frenette that council approves road accounts to June 30 and July 31, 2008 as presented in the amounts of $23,748.36 and $22,015.46 respectively. CARRIED

ON MOTION (No. 119-08) of Todd Rydall, seconded by Wayne Junor that council approves general accounts to August 20, 2008 as presented in the amount of $67,645.33. CARRIED

It was the consensus of council to accept councillor Frenette's offer to construct new steps to man door at front of Laird hall, and respond to Laird hall committee's letter as discussed.

ON MOTION (No. 120-08) of Chuck Frenette, seconded by Donna Connolly that council endorses cemetery board recommendation to purchase a sign for the cemetery from Laird Signs for $1,423.28, including taxes and installation. CARRIED

ON MOTION (No. 121-08) of Todd Rydall, seconded by Wayne Junor that council approves renewing the 9-1-1 CERB (Central Emergency Reporting Bureau) Services Contract Agreement with the Ontario Provincial Police for a period from October 24, 2008 to October 23, 2010 at a per capita rate of $0.561. CARRIED

ON MOTION (No. 122-08) of Todd Rydall, seconded by Chuck Frenette that council endorses Resolution #06-18/08 of the Municipality of Kincade in petitioning the Minister of Health and Long Term Care to support the recommendations contained in the Report on Removing Barriers for International Medical Doctors by Etobicke-Lakeshore M.P.P. Lauren Broten. CARRIED

ON MOTION (No. 123-08) of Wayne Junor, seconded by Todd Rydall that council endorses Resolution No. 2008-450 of the City of North Bay in calling upon the Province of Ontario to enter into negotiations as recommended in the report entitled "A Refined Argument." CARRIED

ON MOTION (No. 124-08) of Wayne Junor, seconded by Donna Connolly that council add culvert costs to Roll #4-00203, 4-05005 and 1-01300 in the amount of $565.24, $152.63 and $260.34 respectively. CARRIED

ON MOTION (No. 125-08) of Todd Rydall, seconded by Donna Connolly that council approves the reduction in assessment as recommended by MPAC, resulting in a rebate in taxes of $365.79 on Roll #3-01100. CARRIED

ON MOTION (No. 126-08) of Todd Rydall, seconded by Wayne Junor that council endorses Resolution of Township of Muskoka in requesting the Board of Directors of MPAC to improve its operations, as outlined. CARRIED

ON MOTION (No. 127-08) of Chuck Frenette, seconded by Donna Connolly that council endorses resolution of Townsip of Hilliard in petitioning the Provincial Government to allow "Zenn" electric cars to be licensed, as in the Province of Quebec. CARRIED

ON MOTION (No. 128-08) of Donna Connolly, seconded by Wayne Junor that council approves consent applications L2008-10 and L2008-11 of the Desbarats to Echo Bay Planning Board, as per applications. CARRIED

ON MOTION (No. 129-08) of Donna Connolly, seconded by Todd Rydall that council approves attendance of Planning Assistant at MMAH Planning Workshop in Sudbury, September 22-24, 2008. CARRIED

ON MOTION (No. 130-08) of Todd Rydall, seconded by Chuck Frenette that council endorses resolution of Township of Galway-Cavendish & Harvey in petitioning the Federal and Provincial Governments to protect Canada's water resources from export discussions. CARRIED

ON MOTION (No. 131-08) of Chuck Frenette, seconded by Donna Connolly that council approves return of taxes, which were overpaid, in the amount of $15.00 for Roll #4-03900. CARRIED

Thank you cards will be sent to Roy Brockelbank for doing such a good job with the grounds at the cemetery and fairgrounds, as well as Joe Gangle for donating his time and expertise taping the office wall.

ON MOTION (No. 132-08) of Wayne Junor, seconded by Todd Rydall that council closes the next portion of the meeting to the public to discuss a personal matter. CARRIED

ON MOTION (No. 133-08) of Todd Rydall, seconded by Donna Connolly that council return to open meeting. CARRIED

ON MOTION (No. 134-08) of Chuck Frenette, seconded by Wayne Junor that council appoints Randall Thomas as By-law and Provincial Offences Officer and passes By-law Number 879-08 authorizing the appointment. CARRIED

ON MOTION (No. 135-08) of Wayne Junor, seconded by Donna Connolly that the council meeting be adjourned. CARRIED
