MINUTES OF MEETING NUMBER 42 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N NOVEMBER 5, 2008
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

ON MOTION (No. 171-08) of Wayne Junor, seconded by Todd Rydall that council approves council minutes of October 15, and recreation committee minutes of September 29, 2008, as presented. CARRIED

Jason Morrison of Northern Information Technology and Geomatics Cooperative spoke to council and reviewed details of proposed mapping for Laird's Official Plan.

ON MOTION (No. 172-08) of Chuck Frenette, seconded by Todd Rydall that council approves Request for Proposal of Northern Information Technology and Geomatics Cooperative as presented in the amount of $3,000.00 plus applicable taxes and travel costs. CARRIED

Laird Fairgrounds Management Board members and council discussed Laird International Raceway activities at the fairgrounds.

ON MOTION (No. 173-08) of Donna Connolly, seconded by Todd Rydall that council supports the reconstruction of the race track at the Laird International Raceway (LIR), as discussed, with no hard surfacing of the new gravel roadways. LIR will have up to 30 days prior to any scheduled event of North Shore Agricultural Society or rental group, to remove gravel, metal and other debris, from area required for activity in center of the track. Grounds are to be returned to condition found prior to gravel being placed, that is gravel removed and to soil replaced. Should action not be taken by LIR by the 30 day deadline, council will proceed to do the work and invoice LIR. CARRIED

ON MOTION (No. 174-08) of Donna Connolly, seconded by Wayne Junor that council approves request of Laird International Raceway to rent the grounds for races on Saturday, with Sunday as a rain date, during the months of May and June, for the race year 2009. CARRIED

ON MOTION (No. 175-08) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to November 5, 2008 as presented in the amount of $16,984.86. CARRIED

ON MOTION (No. 176-08) of Todd Rydall, seconded by Wayne Junor that council supports the City of Elliot Lake in petitioning the Honourable Dwight Duncan and MP Mike Brown affirming the support and need for a meeting to discuss the issues that will impact each municipality should the phase-in not be implemented by 2009. CARRIED

ON MOTION (No. 177-08) of Wayne Junor, seconded by Donna Connolly that council approves livestock valuer's report dated August 30, 2008. CARRIED

ON MOTION (No. 178-08) of Wayne Junor, seconded by Todd Rydall that council supports resolution of Town of East Gwillimbury in petitioning the Provincial and Federal Governments provide more funding that is both predictable and sustainable to municipalities to support aging municipal roads and bridges. CARRIED

ON MOTION (No. 179-08) of Donna Connolly, seconded by Chuck Frenette that council adds the following persons to the Bar River Hall Committee, effective immediately: Shawn & Tiny Evoy, Allen & Pam Cook, Lane Ross, Fran Hill and Marlene Paquette. CARRIED

It was the consensus of council to pay Roy Brockelbank for replacement of chain saw stolen from the fairgrounds barn.

ON MOTION (No. 180-08) of Wayne Junor, seconded by Donna Connolly that the council meeting be adjourned. CARRIED
