MINUTES OF MEETING NUMBER 45 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N JANUARY 7, 2009
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

ON MOTION (No. 01-09) of Chuck Frenette, seconded by Todd Rydall that council approves council minutes of December 10, and recreation committee minutes of December 17, 2008, as presented. CARRIED

Echo Bay Fire Chief Catling and Macdonald Council spoke to council about purchasing a new tanker truck. Consideration of a contribution would be appreciated. It was expressed that this matter would be discussed again at budget time.

ON MOTION (No. 02-09) of Todd Rydall, seconded by Chuck Frenette that council closes the next portion of the meeting to discuss a personal matter. CARRIED

ON MOTION (No. 03-09) of Todd Rydall, seconded by Donna Connolly that council returns to open meeting. CARRIED

Mayor Beitz reviewed with council the possibility of capital expenditures such as the purchase of a snow-plow truck and/or bridge replacement in the future with assistance from Federal or Provincial grants.

Jennifer Moran and council evaluated the second section of the proposed municipal official plan.

ON MOTION (No. 04-09) of Chuck Frenette, seconded by Donna Connolly that council approves road accounts to November 30, 2008 as presented in the amount of $12, 747.00. CARRIED

ON MOTION (No. 05-09) of Todd Rydall, seconded by Wayne Junor that council approves general accounts to January 7, 2009 as presented in the amount of $48,751.29. CARRIED

ON MOTION (No. 06-09) of Todd Rydall, seconded by Donna Connolly that council approves Laird hall flooring quote of Lemay Decorating Centre in the amount of $8,891.27. CARRIED

ON MOTION (No. 07-09)of Todd Rydall, seconded by Wayne Junor that council endorses resolution of Township of South Stormont regarding delegation of authority, accountability and more transparency of Ontario Prevention of Cruelty of Animals Act inspectors and its officers. CARRIED

ON MOTION (No. 08-09) of Wayne Junor, seconded by Chuck Frenette that council endorses AMO’s recommendation to include important budget measures, as described in Member Communication Alert No. 08-62, that will help stimulate the economy, create jobs in Ontario, improve access to affordable housing and invest in quality municipality infrastructure that serves as a foundation of the national economy. CARRIED

ON MOTION (No. 09-09) of Chuck Frenette, seconded by Donna Connolly that council endorses resolution of Municipality of Temagami in petitioning the Minister of Finance and the Premier of Ontario to delay 2008 property tax assessment from MPAC by one year. CARRIED

ON MOTION (No. 10-09) of Donna Connolly, seconded by Wayne Junor that council endorses MPAC’s proposal that the Provincial government pass legislation amending the definition of “current value” to avoid lengthy and unpredictable appeal litigation, and financial uncertainty for municipalities. CARRIED

ON MOTION (No. 11-09) of Todd Rydall, seconded by Wayne Junor that council endorses resolution of Township of Macdonald et al, in petitioning MPP Mike Brown to act on behalf of area municipalities served by Matthews Memorial Hospital, to keep services at a minimum of what they are at present. CARRIED

ON MOTION (No. 12-09) of Wayne Junor, seconded by Chuck Frenette that council endorses resolution of Municipality of Clarington requesting the Alcohol and Gaming Commission of Ontario expedite its Modernization of Charitable Gaming Project, in particular the application, reporting and administration process respecting Break Open Tickets and Raffles. CARRIED

ON MOTION (No. 13-09) of Todd Rydall, seconded by Donna Connolly that council endorses resolution 08-391 of the Township of St. Joseph in requesting Sault Area Hospital Board maintain 24-hour emergency care as a minimum standard of care provided at the Matthews Memorial Hospital site, and forward resolution to Mike Brown, MPP for Algoma-Manitoulin, and the North East Local Health Integration Network. CARRIED

ON MOTION (No. 14-09) of Donna Connolly, seconded by Wayne Junor that council endorses resolution of United Counties of Stormon, Dundas and Glengarry in petitioning the Ministry of Community and Social Services to amend the current policy to provide financial assistance to cover funeral expenses for all needy individuals, regardless of their age or whether or not hey are receiving support through Ontario Works or the Ontario Disability Support Program, at the time of death. CARRIED

ON MOTION (No. 15-09) of Wayne Junor, seconded by Donna Connolly that the council meeting be adjourned. CARRIED
