MINUTES OF MEETING NUMBER 48 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N FEBRUARY 18, 2009
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

ON MOTION (No. 36-09) of Wayne Junor, seconded by Todd Rydall that council approves council minutes of February 4, and recreation committee minutes of January 27, 2009, as presented. CARRIED

ON MOTION (No. 37-09) of Todd Rydall, seconded by Wayne Junor that council approves general accounts to February 18, 2009 as presented in the amount of $17,354.28. CARRIED

ON MOTION (No. 38-09) of Wayne Junor, seconded by Todd Rydall that council approves road accounts to January 31, 2009 as presented in the amount of $18,799.30. CARRIED

It was the consensus of council to send another flyer to residents regarding Matthews Memorial Hospital meeting reviewing consultants’ report to Sault Area Hospital.

ON MOTION (No. 39-09) of Todd Rydall, seconded by Donna Connolly that council approves quote of Sault Powerline Specialists (SPS) for lighting requirements at Laird Hall, in the amount of $2,300.00 plus GST, provided all services quoted are equal to or better than those quoted by Red Star Electric Ltd. CARRIED

ON MOTION (No. 40-09) of Wayne Junor, seconded by Todd Rydall that council endorses resolution #07-0105-09 of the Township of Madawaska Valley petitioning the Provincial Government add an assessment freeze at the year 2008 rate for the next four years, a more realistic value for property owners based on the current market and a more realistic value for a tax rate, and return to a one year annual assessment. CARRIED

ON MOTION (No. 41-09) of Donna Connolly, seconded by Wayne Junor that council endorses resolution #23-1215-08 of the Township of Madawaska Valley in lobbying the Provincial Government on behalf of all rural municipalities to ensure an increase in Homecare Access Programs including increased funding, supply and assistance. CARRIED

It was the consensus of council to reply to Lakeview resident that paving will be considered for future budgets, and that 2009 will be monitored closely for dust control issues.

ON MOTION (No. 42-09) of Donna Connolly, seconded by Todd Rydall that council supports the efforts of MPP Andrea Horwath with respect to the current Bill 138 - Protection of Public Participation Act, 2008, and advise appropriate government members of this municipality’s concerns which have been addressed in Bill 138. CARRIED

ON MOTION (No. 43-09) of Todd Rydall, seconded by Donna Connolly that council endorses resolution of Town of Ajax in petitioning the Government of Ontario to amend the Municipal Elections Act. 1996, to provide all municipalities in the Province with the authority to pass a by-law that would prohibit a corporation that carries on business in Ontario or a trade union that holds bargaining rights for employees in Ontario from making a contribution to or for any candidate for an office on the respective municipal council. CARRIED

ON MOTION (No. 44-09) of Todd Rydall, seconded by Donna Connolly that council endorses resolution of Prince Edward County in requesting the Federal and Provincial Governments complete an assessment of industrial wind turbines as it related to public health, energy creation and energy management. CARRIED

ON MOTION (No. 45-09) of Wayne Junor, seconded by Todd Rydall that the council meeting be adjourned. CARRIED
