MINUTES OF MEETING NUMBER 52 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N MAY 13, 2009

ON MOTION (No. 101-09) of Todd Rydall, seconded by Donna Connolly that council approves council minutes of April 15, and recreation committee minutes of April 27, 2009, as presented. CARRIED
Residents of Finns' Bay Road spoke about large dogs running at large. Staff will attempt to have the dog owners contacted.
Jennifer Moran brought council up to date on Official Plan activities and also reviewed bottled water regulations.
It was the consensus of council to try enhanced surface treatment on the 900 metres of Finns' Bay Road to be resurfaced this year.
ON MOTION (No. 102-09) of Donna Connolly, seconded by Chuck Frenette that council approach Macdonald, Meredith and Aberdeen Additional Township suggesting that a joint proposal for future grants on Bar River Road be considered. CARRIED
ON MOTION (No. 103-09) of Donna Connolly, seconded by Todd Rydall that council approves Schedule "C", Federal Gas Tax Fund and $102,570 in Investing in Ontario Funding, as discussed. CARRIED
ON MOTION (No. 104-09) of Todd Rydall, seconded by Chuck Frenette that council approves Amalgamated Tender results for 2009, as presented.

ON MOTION (No. 105-09) of Todd Rydall, seconded by Donna Connolly that council has drafted a request for proposal for used excavator, as discussed. CARRIED
ON MOTION (No. 106-09) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to May 13, 2009, as presented in the amount of $19,390.51. CARRIED
ON MOTION (No. 107-09) of Donna Connolly, seconded by Todd Rydall that council endorses Jack Priest as Senior of the Year, and present him with an award at the Dr. Trefrey barbeque, June 9, 2009. CARRIED
ON MOTION (No. 108-09) of Donna Connolly, seconded by Chuck Frenette that council approves disposal site perimeter survey quote of Tulloch Engineering in the amount of $3,600.00 plus GST. CARRIED
ON MOTION (No. 109-09) of Donna Connolly, seconded by Chuck Frenette that council has drafted a Request for Proposal for electrical power from Government Road in to Disposal Site, as discussed. CARRIED
ON MOTION (No. 110-09) of Todd Rydall, seconded by Donna Connolly that council supports the Township of Sables-Spanish Rivers in expressing its dissatisfaction with CBC Board of Directors decision to reduce jobs, effectively eliminating 50% of all CBC Radio positions across the entire Northern Ontario region. CARRIED
ON MOTION (No. 111-09) of Todd Rydall, seconded by Donna Connolly that council supports resolution of East Algoma Chiefs, Mayors and Reeve Council in petitioning the Provincial Government to provide funding for short-line rail services between Sault Ste. Marie and Sudbury. CARRIED
ON MOTION (No. 112-09) of Donna Connolly, seconded by Todd Rydall that council supports the Rural Health Steering Committee's recommendation that the Steering Committee co-chairs of Rural Health Care are recognized as the official spokespersons. CARRIED
ON MOTION (No. 113-09) of Todd Rydall, seconded by Chuck Frenette that council supports resolution of City of Cornwall in petitioning AMO to appeal to the Provincial Government to exempt items related to the rental of recreation facilities and registration fees for minor sports to ensure that all youth are able to afford to participate. CARRIED
ON MOTION (No. 114-09) of Chuck Frenette, seconded by Todd Rydall that council donates $25.00 to the Central Algoma Freshwater Coalition.

ON MOTION (No. 115-09) of Donna Connolly, seconded by Todd Rydall that council donates $150.00 to the Echo Bay Elks for its Canada Day festivities.

ON MOTION (No. 116-09) of Donna Connolly, seconded by Todd Rydall that council supports the Town of Ingersol, in petitioning that Bill 221 regarding WSIB coverage be extended to volunteer and part-time firefighters. CARRIED
ON MOTION (No. 117-09) of Chuck Frenette, seconded by Donna Connolly that council closes the next portion of the meeting to discuss personal issues relating to staff. CARRIED
ON MOTION (No. 118-09) of Todd Rydall, seconded by Donna Connolly that council returns to open meeting. CARRIED
ON MOTION (No. 119-09) of Todd Rydall, seconded by Donna Connolly that council approaches By-law Enforcement Officer to determine if he has time for his employment commitments with the municipality. CARRIED
ON MOTION (No. 120-09) of Donna Connolly, seconded by Chuck Frenette that council offer full-time employment to Jennifer Moran in the administrative office. CARRIED
ON MOTION (No. 121-09) of Todd Rydall, seconded by Donna Connolly that the council meeting be adjourned. CARRIED
