MINUTES OF MEETING NUMBER 72 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N APRIL 21, 2010
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

Shawn Greeley spoke to council about the proposed use of the moto-cross track at the fairgrounds. Laird Fairgrounds Management Board secretary Girlie Collings, Colleen Alloi chair, were also in attendance, as well as Brian Smith.

ON MOTION (No. 54-10) of Todd Rydall, seconded by Wayne Junor that council authorizes Shawn Greeley to operate a motor-cross practice at the Laird Fairgrounds, maximum two days per week. Insurance is to be provided to the municipality prior to commencement, and the municipalities must be notified each Friday of the next week's schedule. CARRIED

ON MOTION (No. 55-10) of Wayne Junor, seconded by Todd Rydall that council approves council minutes of March 24, and recreation committee minutes of March 31, 2010, as presented. CARRIED

ON MOTION (No. 56-10) of Todd Rydall, seconded by Wayne Junor that council approves road account to March 31, 2010 as presented in the amount of $11, 014.31. CARRIED

ON MOTION (No. 57-10) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to April 21, 2010 in the amount of $20,553.50, as presented. CARRIED

Road Superintendent Hunter reported on the Small Landfill Operators Course he attended.

ON MOTION (No. 58-10) of Donna Connolly, seconded by Todd Rydall that council postpones approving consent application for 50 Reids Road West until such time as an environmental assessment can be done on the property in conjunction with a rezoning application, reversing the Special Exception that allows for an automotive repair shop. Council would like to see the proposed consent on the same sale as previous rezoning. CARRIED

ON MOTION (No. 59-10) of Chuck Frenette, seconded by Donna Connolly that council contribute $470.00 towards business plan of MeadowLink, and stipulates that this action does not constitute any future commitment from this municipality. CARRIED

ON MOTION (No. 60-10) of Todd Rydall, seconded by Donna Connolly that council approves donating $1,000.00 to the North Shore Agricultural Society towards its annual fair. CARRIED

ON MOTION (No. 61-10) of Todd Rydall, seconded by Donna Connolly that council adds appropriate fees to Roll #1-01601 for outstanding building permit and communicate that appropriate drawings must be submitted to the municipality within 30 days of date of letter. CARRIED

ON MOTION (No. 62-10) of Todd Rydall, seconded by Donna Connolly that council recognizes Elaine Evoy as 2009 Volunteer of the Year at its Thank-you Dinner. CARRIED

ON MOTION (No. 63-10) of Todd Rydall, seconded Wayne Junor that council supports FONOM resolution petitioning the Provincial Government increase the Northern Communities Grant by $75.00 per household to ensure all municipalities in the north will receive the necessary "Required Support." CARRIED

ON MOTION (No. 64-10) of Todd Rydall, seconded by Chuck Frenette that council supports Private Members Bill 237 of MPP Caplan petitioning the Provincial Government sustain and encourage improvement in Ontarios waste and wastewater services and to establish and Ontario Water Board. CARRIED

ON MOTION (No. 65-10) of Chuck Frenette, seconded by Todd Rydall that council enquires of Rusty Russell the procedure required to have 5% or 66 road allowances created in Laird Township. CARRIED

ON MOTION (No. 66-10) of Wayne Junor, seconded by Donna Connolly that council approves attendance of Clerk at AMCTO Annual Meeting, June 7-9, 2010. CARRIED

ON MOTION (No. 67-10) of Wayne Junor, seconded by Donna Connolly that council approves Laird Fairgrounds Management Board budget for 2010, as presented in the amount of $17,911.18. CARRIED

ON MOTION (No. 68-10) of Todd Rydall, seconded by Wayne Junor that council bills homeowners for extra costs incurred with fighting fires on Neebish Road and Bar River Road. CARRIED

ON MOTION (No. 69-10) of Wayne Junor, seconded by Chuck Frenette that council communicates with landowner regarding water access at the west end of Neebish Road. CARRIED

ON MOTION (No. 70-10) of Wayne Junor, seconded by Todd Rydall that the council meeting be adjourned. CARRIED
