Present: Mayor: Dick Beitz Councillors: Chuck Frenette, Wayne Junor, Todd Rydall Road Superintendent: Michael Hunter Clerk: Phyllis MacKay S/Sgt Dan Esposto, OPP Detachment Commander and Laird Police Services Member Ralph Crozier met with council for its joint meeting. S/Sgt Esposto reviewed stats from April 20 to October 16, 2013. Persons living on Finns' Bay Road North appeared before council asking about the municipal by-law that prohibits parking on municipal property. Trees at and around 117 Finns' Bay Road North are seen as a hazard for those area residents attempting to enter the roadway from driveways. Culvert clean out as well as speeding was also discussed. ON MOTION (No. 150-13) of Todd Rydall, seconded by Chuck Frenette that council approves council minutes of October 2, 2013 as presented. CARRIED ON MOTION (No. 151-13) of Chuck Frenette, seconded by Wayne Junor that council closes the next portion of the meeting to discuss real estate and personal issues. CARRIED ON MOTION (No. 152-13) of Wayne Junor, seconded by Todd Rydall that council returns to open meeting. CARRIED ON MOTION (No. 153-13) of Todd Rydall, seconded by Wayne Junor that council agrees to offer for sale back lots, to adjacent property owners, Lots 34 to 39 Plan H761, restricting development to 80 feet from roadway. No offer for sale to Lot 40 Plan H761 due to drainage proximity. All costs including survey and deed registration to be borne by purchasers. All purchasers are to determine development allowed by Department of Fisheries and Oceans and Ministry of Natural Resources prior to a building permit being issued. Values of lots to be determined by the municipality. CARRIED ON MOTION (No. 154-13) of Todd Rydall, seconded by Chuck Frenette that council communicates to the waste disposal site attendant that it is most unhappy with her work ethics and hereby issues a two week suspension without pay, effective immediately. CARRIED ON MOTION (No. 155-13) of Chuck Frenette, seconded by Wayne Junor that council refunds $446.51 on overpayment of taxes, reduce penalty of $176.06 and $23.85 for amounts under $5.00 on Arrears Notices. CARRIED ON MOTION (No. 156-13) of Todd Rydall, seconded by Wayne Junor that council concurs with Macdonald et al Township's concerns regarding updating of voters list. CARRIED ON MOTION (No. 157-13) of Todd Rydall, seconded by Chuck Frenette that council approves road accounts to September 30, 2012 as presented in the amount of $122,694.51. CARRIED ON MOTION (No. 158-13) of Wayne Junor, seconded by Todd Rydall that council approves general accounts to October 16, 2013 as presented in the amount of $5,854.12. CARRIED ON MOTION (No. 159-13) of Todd Rydall, seconded by Chuck Frenette that council authorizes the Corporation of the Township of Laird enter into agreement with Her Majesty The Queen in Right of Ontario (MRA) for MIII Capital Funding for bridge on Government Road.
