THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N FEBRUARY 19, 2014

ON MOTION (No. 29-14) of Chuck Frenette seconded by Donna Connolly that council approves council minutes of February 5, 2014, as presented. CARRIED

ON MOTION (No. 30-14) of Todd Rydall, seconded by Wayne Junor that council approves road accounts to January 31, 2014 as presented in the amount of $15,485.37.CARRIED

ON MOTION (No. 31-14) of Donna Connolly, seconded by Chuck Frenette that council approves general accounts to February 19, 2014 as presented in the amount of $8,949.01.CARRIED

ON MOTION (No. 32-14) of Donna Connolly, seconded by Todd Rydall that council approves attendance at FONOM Annual Conference, May 7-9, 2014 in Sault Ste. Marie of Mayor Beitz, Councillor Junor and Clerk MacKay and any others that can attend.CARRIED

ON MOTION (No. 33-14) of Wayne Junor, seconded by Donna Connolly that council advises AMO that it feels an issue that should be addressed regarding OPP billing is that unincorporated municipalities should be paying an equal and fair share in funding of police services. A second issue to look at would be the base funding and funding of services. These two items, percentage wise, may have to be switched. CARRIED

ON MOTION (No. 34-14) of Todd Rydall, seconded by Donna Connolly that council supports Rural Agri-Innovation Network in its efforts to pursue a Regional Land Clearing and Tile Drainage Project for regional farms through NOHFC’s Strategic Economic Infrastructure Program.CARRIED

ON MOTION (No. 35-14) of Todd Rydall, seconded by Donna Connolly that council registers with Transport Canada to receive annual reports about dangerous goods transported by Canadian railways.CARRIED

ON MOTION (No. 36-14) of Todd Rydall, seconded by Wayne Junor that council advises AMO that it supports the proposed modified version of proportionate liability that applies in cases where a plaintiff is contributorily negligent (the Saskatchewan model), and consider a limit on awards such that a municipality would never be liable for more than two times its proportion of damaged (the Multiplier model).CARRIED

ON MOTION (No. 37-14) of Wayne Junor, seconded by Todd Rydall that council endorses Resolution #CC3014-33 of the City of Greater Sudbury in requesting the Association of Municipalities of Ontario (AMO) advocate that the Province of Ontario work with municipalities to develop a long term and sustainable solution that will allow municipalities to avoid rising litigation and claim costs, which divert funds from more critical yet under-funded municipal services.CARRIED

ON MOTION (No. 38-14) of Donna Connolly, seconded by Chuck Frenette that council closes the next portion of the meeting to discuss litigation and personnel issues.

CARRIED ON MOTION (No. 39-14) of Wayne Junor, seconded by Donna Connolly that council returns to open meeting.CARRIED

ON MOTION (No. 40-14) of Wayne Junor, seconded by Todd Rydall that the council meeting be adjourned.CARRIED
