MINUTES OF MEETING NUMBER 76 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N AUGUST 21, 2018
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.

ON MOTION (No. 124-18) of Todd Rydall, seconded by Ed Lapish, that council approves council minutes of July 24, 2018, as presented. CARRIED

Henry Goertzen spoke to council about traffic violations at the corner of Lake George Road East and Government Road. Solutions were discussed regarding his concerns.

A number of people from the Bar River Women's Institute and Laird Heritage Committee spoke to council about expansion of the Heritage Centre and what may be required to do so. The two committees will meet to discuss the possibilities of improving the status of donated items, and the storage and display of same.

ON MOTION (No. 125-18) of Todd Rydall, seconded by Ed Lapish that council approves road accounts to July 31, 2018, as presented in the amount of $46,262.14. CARRIED

ON MOTION (No. 126-18) of Ed Lapish, seconded by Todd Rydall that council approves general accounts to August 21, 2018, as presented in the amount of $1,201.24. CARRIED

ON MOTION (No. 127-18) of Ed Lapish, seconded by Todd Rydall that council approves expenditure to top dress new parking lot in the Village of Bar River, which will serve the church, hall and rink, with the delivery of approximately 6 loads of 7/8th gravel each, for the parking lot and rink area. CARRIED

ON MOTION (No. 128-18) of Ed Lapish, seconded by Frank Turco that council approves going the joint official plan development with Macdonald, Meredith and Aberdeen Addition Township, Johnson Township and Tarbutt Township for an estimated cost of $14,000.00. CARRIED

ON MOTION (No. 129-18) of Todd Rydall, seconded by Ed Lapish that council approves By-law 1002-18, authorizing mayor and clerk sign agreement with North America Construction Ltd. for Lapish bridge replacement, as presented. CARRIED

ON MOTION (No. 130-18) of Frank Turco, seconded by Todd Rydall that council supports resolution of North Stormont, petitioning the Provincial Government extend its area of responsibility to include any costs that Municipalities may have to inherit, from Green Energy projects, such as water quality, site restoration, and infrastructure repair. CARRIED

ON MOTION (No. 131-18) of Frank Turco, seconded by Ed Lapish that council supports MPP Michael Mantha`s petition, I Wear My Poppy with Pride and Respect. CARRIED

ON MOTION (No. 132-18) of Todd Rydall, seconded by Ed Lapish that council approves By-law Number 1003-18 approving Rules-Guidelines for Horse Arena and Surrounding Areas, as endorsed and recommended by Laird Fairgrounds Management Board. CARRIED

ON MOTION (No. 133-18) of Todd Rydall, seconded by Ed Lapish that council approves By-law Number 1005-18 replacing Yield sign at north end of Finns' Bay Road south with a Stop sign. CARRIED

ON MOTION (No. 134-18) of Todd Rydall, seconded by Ed Lapish that council approves Code of Conduct as presented. CARRIED

ON MOTION (No. 135-18) of Ed Lapish, seconded by Todd Rydall that council closes the next portion of the meeting to discuss personal issues. CARRIED

ON MOTION (No. 136-18) of Todd Rydall, seconded by Ed Lapish that council returns to open meeting. CARRIED

ON MOTION (No. 137-18) of Frank Turco, seconded by Todd Rydall that council seeks legal opinion on e-mail of August 2, 2018, and take appropriate action on personal matter as discussed. CARRIED

It was the consensus of council to correspond with Algoma Power Inc. about alleged options given some land owners and not others with regards to its line clearing operation.

ON MOTION (No. 138-18) of Todd Rydall, seconded by Frank Turco that the council meeting be adjourned. CARRIED
