MINUTES OF MEETING NUMBER 10 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N AUGUST 22, 2019
AT THE LAIRD TOWNSHIP OFFICE
AT 7:30 P.M.


Present:

Councillors: Shawn Evoy, Todd Rydall, Frank Turco

Mayor Beitz declared a conflict of interest on Road Accounts, as his son Dale Beitz is listed as a payee.

Councillor Rydall declared a conflict of interest on Item No. 5. c) as his daughter is part of a consent application.

ON MOTION (No.86-19) of Todd Rydall, seconded by Shawn Evoy that council approves minutes of meetings of July 25 and 29, 2019, as presented. CARRIED

David Euler and Chuck Miller spoke to council and reviewed the history of the bird viewing station at Pumpkin Point. A letter of support to redevelop and/or replace the station was requested.

ON MOTION (No. 87-19) of Todd Rydall, seconded by Frank Turco that council supports the efforts of Sault Naturalists in refurbishing or replacing the bird viewing platform at Pumpkin Point. The municipality will provide guidance from its Chief Building Official. CARRIED

ON MOTION (No. 88-19) of Todd Rydall, seconded by Shawn Evoy that council closes the next portion of the meeting to discuss a personal issue as it relates to Mr. Erb's objection to Cloudy Lake Road right-of-way extension. Mr. Jim Erb and Ms. Amanda Hay will be heard separately. A second personal issue is that of employee hiring and request for meeting regarding interviews. CARRIED

ON MOTION (No. 89-19) of Todd Rydall, seconded by Shawn Evoy that council returns to open meeting. CARRIED

ON MOTION (No. 90-19) of Shawn Evoy, seconded by Frank Turco that council sets a meeting date of Monday the 26th of August to review Hiring Policy, resumes and scoring process. CARRIED

Councillor Turco distributed to council, the following information that was not on the meeting agenda: Copies of Municipality of Calvin Minutes of June 25, 2019. A second hand-out to quote from Councillor Turco's, information found at the top of the hand-out, "interesting information from Brighton Ontario. Approximately 10000 people. Mostly retired community." Information given out related to Code of Conduct, as well as a notice that was entitled GENERAL REMINDER NOTICE TO RESIDENTS of Brighton.

ON MOTION (No. 91-19) Shawn Evoy, seconded by Frank Turco that council considers installing hand rail around edge of the wharf, and obtain Requests for Proposals on same. CARRIED

ON MOTION (No. 92-19) of Todd Rydall, seconded by Frank Turco that council approves Councillor Lapish's request for leave of absence until September 3, 2019. CARRIED

ON MOTION (No. 93-19) of Todd Rydall, seconded by Frank Turco that council supports resolution 19-355 of the Township of McKellar in petitioning the Provincial Government to delay any proceedings with regards to forced amalgamation until all issues have been investigated. CARRIED

ON MOTION (No. 94-19) of Frank Turco, seconded by Shawn Evoy that council authorizes Lawrence Roach of Lakeshore Drive to place a trailer on his lots for a period of one after obtaining a building permit. CARRIED

Councillor Rydall left the meeting room while the consent applications of his daughter were discussed.

ON MOTION (No. 95-19) of Frank Turco, seconded by Shawn Evoy that council approves consent applications for 288 Calabogie Road and 398 Finns` Bay Road North, as presented. CARRIED

ON MOTION (No. 96-19) of that council communicates with the Provincial Government that the mandatory Community Safety and Well Being Plans should be developed by the Algoma District Services Administration Board and the Ontario Provincial Police for this area. CARRIED

ON MOTION (No. 97-19) of Frank Turco, seconded by Shawn Evoy that council has a by-law prepared setting the speed limit on Government Road to a maximum of 60 kilometres per hour. CARRIED

ON MOTION (No. 98-19) of Shawn Evoy, seconded by Todd Rydall that the council meeting be adjourned. CARRIED

The meeting adjourned at close to midnight.
