THE CORPORATION OF THE TOWNSHIP OF LAIRD

ON MOTION (No.107-19) of Todd Rydall, seconded by Frank Turco that council approves council minutes of August 22, 26 and September 6, 2019, and recreation committee minutes of September 24, 2019, as presented. CARRIED

Jerry Cormier of MPAC spoke to council regarding the next four-year cycle as well as other issues.

Tim Janzen of Cloudy Lake Road spoke to council in support of the Cloudy Lake Road being extended to its limit.

ON MOTION (No. 108-19) of Ed Lapish, seconded by Shawn Evoy that council approves road agreement with Tim Hay for construction of extension to Cloudy Lake Road right-of-way, provided the road be constructed with advice on construction practices from the Road Superintendent, from time-to-time. The Mayor and Clerk are hereby authorized to sign such agreement. CARRIED

ON MOTION (No. 109-19) of Todd Rydall, seconded by Ed Lapish that council advises property owner of 63 Finns' Bay Road North that it can not determine that anyone offered a cost for culvert installation at $300 plus HST, and that the amount of $476.40 is the rate any landowner would pay for such an installation. CARRIED

ON MOTION (No. 110-29) of Todd Ryall, seconded by Ed Lapish that council approves general accounts to September 19 and October 17, 2019 in the amounts of $4,709.80 and $9,135.39, respectively. CARRIED

ON MOTION (No. 111-19) of Ed Lapish, seconded by Frank Turco that council approves road accounts of August 31 and September 30, 2019 as presented in the amounts of $64,347.90 and $35,365.44, respectively. CARRIED

ON MOTION (No. 112-19) of Ed Lapish, seconded by Todd Rydall that council approves Rezoning By-law 1015-19 for Lot 45, Plan H763 at 53 Lapish Road. CARRIED

ON MOTION (No. 113-19) of Ed Lapish, seconded by Frank Turco that council approves By-law 1016-19 setting maximum speed limit on Government Road at 60 kilometres per hour. CARRIED

ON MOTION (No. 114-19) of Todd Rydall, seconded by Shawn Evoy that council approves 2019 ditching requirement quote of Konka Contracting at a cost of $5,164.10, including HST. CARRIED

ON MOTION (No. 115-19) of Todd Rydall, seconded by Ed Lapish that council advises property owner at 229 MacDonald Drive that it is not prepared to entertain progressive caps on municipal taxes at this time. CARRIED

ON MOTION (No. 116-19) of Shawn Evoy, seconded by Frank Turco that council supports property owner on Finns' Bay Road North and advises Ministry of concerns regarding internet services. CARRIED

ON MOTION (No. 117-19) of Ed Lapish, seconded by Frank Turco that council authorizes refund of taxes of $973.88, on Roll #4-162 which was paid twice by the mortgage company. CARRIED

ON MOTION (No. 118-19) of Todd Rydall, seconded by Shawn Evoy that council supports the resolution of Chatham-Kent in petitioning the Provincial Government to restore full funding to critical services such as legal aid, to ensure that all persons have access to a fair and equitable justice system. CARRIED

ON MOTION (No. 119-19) Todd Rydall, seconded by Shawn Evoy that council supports resolution of Township of McKellar in requesting that any discussion of municipal governance by AMO and the Provincial Government be preceded with an open meeting between AMO, all member of council and members of the public to determine the desires of each municipality in regard to governance models. CARRIED

ON MOTION (No. 120-19) of Todd Rydall, seconded by Frank Turco that council supports the Township of Springwater in petitioning the Provincial Government allow townships to participate in consultations regarding joint and several liability. CARRIED

ON MOTION (No. 121-19) of Ed Lapish, seconded by Frank Turco that council advises property owners at 567 Lakeview Road that that it doesn't have enough data to make a decision on proposed Ferrochrome Plant construction in Sault Ste. Marie as it relates to health concerns. CARRIED

ON MOTION (No. 122-19) of Ed Lapish, seconded by Todd Rydall that council approves Removal of Beaver Policy, as presented. CARRIED

ON MOTION (No. 123-19) of Todd Rydall, seconded by Ed Lapish that council drafts new culvert by-law, as per suggestions, and rescinds By-law 955-14. CARRIED

ON MOTION (No. 124-19) of Todd Rydall, seconded by Ed Lapish that council supports Town of the Blue Mountains in petitioning the Provincial Government to establish a searchable data base of all matters placed before all Integrity Commissioners and the resolution of such matters within the Province of Ontario. CARRIED

ON MOTION (No. 125-19) of Todd Rydall, seconded by Frank Turco that council approves consent of property owner at 715 Finns' Bay Road North, as presented, provided frontage of each lot is a minimum of 150'. CARRIED

ON MOTION (No. 126-19) of Todd Rydall, seconded by Shawn Evoy that council supports an application to Community, Culture and Recreation 2019 Intake Grant, for staged plans at the municipal wharf property as well as rink rehabilitation and renovation of the G. W. Evoy Memorial Rink. CARRIED

ON MOTION (No. 127-19) Shawn Evoy, seconded by Todd Rydall that council approve expenditure for Bridgestone tires for the tandem truck at a quote of $6,589.48. CARRIED

ON MOTION (No. 128-19) of Shawn Evoy, seconded by Frank Turco that council requests the Road Superintendent attend at meetings. CARRIED

ON MOTION (No. 129-19) of Ed Lapish, seconded by Todd Rydall that council receives Road Superintendent's reports of September 13, and October 11, 2019. CARRIED

ON MOTION (No. 130-19) of Todd Rydall, seconded by Ed Lapish that the council meeting be adjourned. CARRIED
