MINUTES OF MEETING FOR AGENDA NUMBER 21, OF THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF LAIRD, HELD 0N JUNE 18, 2020, VIA TELECONFERENCING AND AT LAIRD HALL

The meeting of council opened a 7:30 p.m. with council members, Jennifer Errington, Phyllis MacKay and David Pollari present at Laird hall.
ON MOTION (No. 53-20) of Shawn Evoy, seconded by Todd Rydall that council approves minutes of May 21, 2020, as presented. CARRIED
Dan Moody of Tulloch Engineering spoke to council about repairs/replacement of municipal road building roofs.
ON MOTION (No. 54-20) of Todd Rydall, seconded by Shawn Evoy that council approves general accounts to June 18, 2020, as presented in the amount of $1,704.68. CARRIED
ON MOTION (No. 55-20) of Frank Turco, seconded by Todd Rydall that council approves road accounts to May 31, 2020, as presented in the amount of $23,317.95. CARRIED
ON MOTION (No. 56-20) of Todd Rydall, seconded by Shawn Evoy that council has a tender prepared for roof repair/replacement at municipal garage with SIP panels - roof overhang increased, and standing seam steel roof on sand/salt shed - remove original shingles strip with 2" x 4" x 20". CARRIED
ON MOTION (No. 57-20) of Todd Rydall, seconded by Shawn Evoy that council directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities' Municipal Asset Management Program for Asset Management Program and Systems Development in the Township of Laird; and the Township of Laird commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities' Municipal Asset Management Program to advance our asset management program:
1) CityWide Asset Manager with GIS viewer
2) O.Reg. AMP Compliant with July 1st, 2021 Regulation requirement;
and that the Township of Laird commits $9,596.00 from its budget toward the costs of this initiative. CARRIED
ON MOTION (No. 58-20) of Frank Turco, seconded by Shawn Evoy that council approves donating $25 to each grade eight graduate and $50 to each grade 12 graduate from Laird Township, graduating from CAES and CASS. CARRIED
ON MOTION (No. 59-20) of Shawn Evoy, seconded by Frank Turco that council hires Joseph Sutherland for the Provincial Recreation Youth Grant, effective July 7, 2020, or any other date as established by supervisor. CARRIED
ON MOTION (No. 60-20) of Todd Rydall, seconded by Shawn Evoy that council supports the Municipality of Huron Shores in its efforts to establish an internet network along the north shore of Lake Huron. CARRIED
ON MOTION (No. 61-20) of Shawn Evoy, seconded by Todd Rydall that council purchases a Caterpillar backhoe from Toromont for $150,449.00, plus HST and includes $21,000.00 trade-in. CARRIED
ON MOTION (No. 62-20) of Frank Turco, seconded by Shawn Evoy that council supports the Municipality of McDougall in expressing its concerns that the current DSAB's would not be the best solution for overseeing the Northern OPP Detachments. CARRIED
ON MOTION (No. 63-20) of Todd Rydall, seconded by Shawn Evoy that council approves draft road budget for overhead, maintenance and capital for a total of $578,328.00. CARRIED
A report on the Bar River Hall indicated that repairs should be completed before the hall is rented again. Money will be put in the 2020 budget for those costs.
ON MOTION (No. 64-20) Shawn Evoy, seconded by Todd Rydall that the council meeting adjourn at 9:35 p.m. CARRIED
