MINUTES OF MEETING NUMBERS 22 OF
THE CORPORATION OF THE TOWNSHIP OF LAIRD
HELD 0N JULY 23, 2020

The meeting of council opened a 7:30 p.m. with council members, Phyllis MacKay and David Pollari present at Laird hall.
ON MOTION (No. 65-20) of Todd Rydall, seconded by Shawn Evoy that council approves council minutes of June 18, and recreation minutes of June 23, 2020, as presented. CARRIED
Kathy Sutherland spoke to council about the recycling of glass at the waste disposal site. She will attempt to obtain information pertinent to this matter. A request to change a yield sign at corner of Pumpkin Point Road West and Point Drive was made, as well as concerns regarding more signage hills on Pumpkin Point Road West.
Jim Erb of Cloudy Lake Road spoke to council about a proposal for right-of-way extension and placement of new driveway into his lot. He advised that he was not requesting any extra services from the municipality.
ON MOTION (No. 66-20) of Ed Lapish, seconded by Todd Rydall that council authorizes Jim Erb have his contractor get advice and approval for proposed additional work on Cloudy Lake Road extension, from municipal Road Superintendent, as discussed, before commencing any work. CARRIED
ON MOTION (No. 67-20) of Ed Lapish, seconded by Shawn Evoy that Council approves general accounts to July 23, 2020 as presented in the amount of $2,284.15. CARRIED
ON MOTION (No. 68-20) of Shawn Evoy, seconded by Todd Rydall that Council approves road accounts to June 30, 2020, as presented in the amount of $88,491.72. CARRIED
It was the consensus of Council to have the halls remain closed at this time.
ON MOTION (No. 69-20) of Shawn Evoy, seconded by Frank Turco that Council approves the use of Laird hall by the heritage committee for this fall and winter, provided the storage of material does not interfere with appropriate rents.
CARRIED
ON MOTION (No. 70-20) of Todd Rydall, seconded by Frank Turco that Council requires Tulloch Engineering establish if present garage will carry extra weight of SIP panels. CARRIEED
ON MOTION (No. 71-20) of Ed Lapish, seconded by Todd Rydall that Council approves general budget for 2020 and passes By-law 1023-20 authorizing tax bills be issued. CARRIED
It was consensus of council that payment of the Caterpillar backhoe be taken from the reserve fund.
ON MOTION (No. 72-20) of Todd Rydall, seconded by Shawn Evoy that Council approves Mandatory Wearing of Masks Policy as presented. CARRIED
ON MOTION (No. 73-20) of Todd Rydall, seconded by Frank Turco that Council endorses resolution 2020-166 of the Township of Puslinch in requesting the Province work with the Municipal Assessment Corporation in determining appropriate industrial value on aggregate resources properties. CARRIED
ON MOTION (No 74-20) of Shawn Evoy, seconded by Frank Turco that Council advises property owner(s) at 754 Reids Road West that one travel trailer may be placed on that property after a building permit is issued. This approval is good for one year after the issuance of the permit. CARRIED
ON MOTION (No. 75-20) of Shawn Evoy, seconded by Ed Lapish that the council meeting be adjourned at 9:25 p.m. CARRIED
